The Valentino Arms Replacer (with Flavors) mod will replace the gorilla arms, monowire, and projectile launcher used by some Valentino NPCs, like Pepe and others that roam at Coyote Cojo.

It's a simple mod that doesn't require any other mods to work, and it can be installed on any copy of the game.
