The game is a stealth action, in which the player plays as a spy named Sam Fisher. His task is to infiltrate the headquarters of North Korea, South Korea, China, and Japan to steal plans and technologies that are the key to world peace. To achieve this, he needs to use stealth and tricks. In addition, he needs to be able to quickly and secretly capture enemy agents.

The gameplay is based on a real-time strategy. The player has to plan and execute his strategy to get the job done.
