In the world of the Three Kingdoms, there are many warring factions. The most prominent of these is the SLG (State-Level Government), which is the strongest of the three kingdoms. It is governed by an empress who is the mother of the king and the queen, and the other members of the royal family. The other two factions are the GV (Good Virtuous), which is the second strongest, and the PE (Peace Eliminating), which is the weakest. These three kingdoms are in a state of war, and it is not known when they will be at peace.

The game begins when the player chooses to play as the SLG or the GV. In the SLG game, the player will create a female general, train her, and send her to the battle. The GV game is the same, but the player will train the queen and send her to the battle.
