What is it used for?

This tool is mainly used for HRM calculations. When using the heart rate monitor device, it might be useful to calculate the intensity based on the heart rate. In most cases, the intensity of your workout should be based on the percentage of the target heart rate, not on the distance covered. Using the power meter, you can calculate your performance (e.g. pace or speed) for the given distance, elevation, and slope.
