When you're trying to sneak with a partner or a follower, you don't want to skip lines of dialogue. But you also don't want to press Circle/B, because then your partner or follower will attack you. That's why the included file will replace Circle/B with R3/RS (Right Joystick Press).

It will give you an extra moment to think about what to do, and when to do it.

It will also allow you to skip dialogue when you shouldn't, but the joystick is hard to push down on the controller, so it gives you an extra moment to think.
