It’s a simple mod that allows you to set different FPS limits for gameplay and menus (such as the inventory, journal, and the hacking minigame). This is helpful if you want to (for example) play at locked 30 FPS with maximum ray traced eye candy but want menus to be at 100 FPS so your mouse cursor feels smooth.

This mod is useful if you want to remove the tearing that can occur with the VSync. It can be useful if you want to play the game with VSync enabled to remove tearing, but want VSync disabled for menus so your mouse cursor feels smooth.
