Played by two players, Ninepenny features a grid with twenty-four intersections or points. Each player has nine pieces or "men" colored black and white. The objective of the game is to form "mills" - three of your own men lined horizontally or vertically - which allows you to remove one of your opponent's men from the game. The game continues until one player is reduced to only two pieces or is left without a legal move to make.

Ninepenny offers three distinct phases of gameplay. First, players place their men on vacant points on the board. Then, they can move their men to adjacent points. Finally, when a player is reduced to three men, they can move their men to any vacant point on the board.
