The GIAT FAMAS mod gives you 3 options to get started in the game. You can choose to start the quest, which starts when you reach level 25 or choose to skip the quest, and instead, only give you the options that show after completing the quest, such as leveled list, crafting, etc. 

The reason for this is that, due to the changes made to Fallout 4 and the Creation Kit in the most recent update, this mod will only work properly in games patched to version 1.10.163+
