It is a mod for the game, and it is not a game, but a mod. There are different colors in every updates including:

v1.2: Celeb

v1.1: Lizzy

v1.0:  Judy

To install, download the files that you want. 
For you to replace your character's hair color, you need to remember exactly the number of your choice for V.
Place only one .archive inside the patch folder. Otherwise every NPC's hair color will change.
