After a title has been set, edit the rule to paste in your own javascript code and/or css code and/or add 3rd party library url

The popup will appear on the webpage you have configured.

Paste the javascript and/or css code, 

Flip the switch to allow the javascript or css to run (either at popup or in the extension options page)

After the url has been refreshed, you can see your code has been applied.
