Color Detector by Mobialia is a free Android app designed to help users recognize colors using their mobile devices. This app is especially helpful for color-blind people, designers, and artists. By taking a photo, the color at the center is shown in RGB, HSV, and HTML notation. Additionally, the app provides a list of more than 1600 color names and looks for the nearest color name and speaks it (Speech Synthesis API is needed to speak colors).
