Clear New Tab is a free extension for Google Chrome. It allows you to remove everything from the new tab page and display an image, gif, or video in the background.

You can add your own background, which is a great way to customize the look of your new tab page. If your image is too big or too small you can fix it by setting the background-size to "Cover the screen".

You can download themes from the Chrome Web Store, which gives you a background image every time you open a new tab. You can add your own background. Themes are downloaded as a CRX (chrome-extension package).
